Strong Dollar versus a Weak Dollar

Since the value of the dollar is set by the market, free market advocates really should not be bothered by whether the value is "strong" or "weak". However, numerous free market advocates often bemoan a "weak" dollar. Here is an article by Steve Forbes (a free market advocate, I presume) complaining about the "weak" dollar:
